Hazcom/Hazwopper Plan
Hazard Communication (HazCom) and Hazardous Waste Operations and Emergency Response (HAZWOPER) Plan
Introduction: The Hazard Communication (HazCom) and Hazardous Waste Operations and Emergency Response (HAZWOPER) Plan is designed to ensure the safety and health of employees who may be exposed to hazardous chemicals or engaged in hazardous waste operations and emergency response activities at Caliber Construction Alaska. This plan is developed in compliance with OSHA regulations (29 CFR 1910.1200 and 29 CFR 1910.120), and it outlines procedures for hazard communication, chemical safety, hazardous waste management, and emergency response.
Hazard Communication (HazCom):
- Chemical Inventory: Maintain an updated inventory of hazardous chemicals used or stored on-site, including Safety Data Sheets (SDS) for each chemical.
- Labeling: Ensure all hazardous chemical containers are properly labeled with the identity of the substance and appropriate hazard warnings.
- SDS Access: Provide employees with access to SDS for all hazardous chemicals present in the workplace. SDS must be readily accessible and available upon request.
- Employee Training: Conduct HazCom training for all employees who may be exposed to hazardous chemicals. Training should include chemical hazards, safe handling procedures, emergency response protocols, and proper use of personal protective equipment (PPE).
- Non-Routine Tasks: Implement HazCom procedures for non-routine tasks involving hazardous chemicals, including hazard assessment, training, and communication of hazards to affected employees.
Hazardous Waste Operations and Emergency Response (HAZWOPER):
- HAZWOPER Training: Provide HAZWOPER training for employees involved in hazardous waste operations or emergency response activities. Training should cover topics such as hazard recognition, personal protective equipment (PPE), decontamination procedures, and emergency response protocols.
- Site Characterization: Conduct a thorough site characterization to identify potential hazards, including hazardous materials, contaminated areas, and emergency response requirements.
- Safety Procedures: Develop and implement safety procedures for hazardous waste operations, including confined space entry, excavation, and handling of hazardous materials.
- Emergency Response Plan: Establish an emergency response plan outlining procedures for responding to spills, releases, fires, and other emergencies involving hazardous materials. Ensure all employees are trained on emergency response protocols and evacuation procedures.
- Medical Surveillance: Provide medical surveillance for employees engaged in hazardous waste operations or emergency response activities. Medical surveillance should include pre-employment exams, periodic medical evaluations, and monitoring of employee health.
- Decontamination Procedures: Develop decontamination procedures for employees and equipment exposed to hazardous materials. Ensure proper decontamination facilities are available on-site.
Recordkeeping and Documentation:
- Maintain records of HazCom training, HAZWOPER training, chemical inventories, SDS, medical surveillance, and emergency response drills.
- Document any incidents, spills, releases, or exposure incidents involving hazardous chemicals or waste.
Program Evaluation and Review:
- Conduct regular evaluations and reviews of the HazCom and HAZWOPER program to ensure compliance with regulations and effectiveness in protecting employee health and safety.
- Update the plan as needed to reflect changes in operations, regulations, or best practices.
Employee Responsibilities:
- Employees must participate in HazCom and HAZWOPER training programs and follow all established procedures for chemical safety, hazardous waste operations, and emergency response.
- Employees should report any unsafe conditions, incidents, or concerns related to hazardous chemicals or waste to their supervisor immediately.
Management Support:
- Management is committed to providing the necessary resources, training, and support to ensure the effectiveness of the HazCom and HAZWOPER program.
